Can one claim brokerage paid to broker for searching rented house u/s/ 10 (13A) or 80GG?

No. It is not covered under those sections.

Then under what section can we claim it or do we need our employer to include in HRA?

No sections in Income Tax Act to cover the brokerage paid . it is a personal expense which is not deductible.
