can u tell me that " is it necessary that the employer has to give HRA allowance in the salary structure"

Depends upon the policy of company. If company provides HRA then same should me mentioned in the appointment letter of the employee. If not mentioned, then company is not providing HRA and cannot be considered in salary certificate.
