Mr A ows a residential flat in which he lives in along with his family. He dont have any other house. He wants to let out one of the room of his residential flat and earn rental income on thar. Can he do so?

Yes, he can do so. The income earned will be chargeable to tax under Income from House Property. There is no bar in law that a person cannot let out whole or part of his self occupied property.
