My client has property at Thailand. he is resident in India. is Rent recd from thailand property taxable under House property and can he claim 30 % deduction u/s 24 (a)

since the assessee is a resident therefore income arised and received outside India is taxable in India. As it is taxable in India he can claim deduction u/s 24(a)
Since ur client is resident in india, he is liable to tax on all the income whatever he recd whether it is from abrod or india. (Note: I assumed ur client is a ordinary resident)
