No. A loss of Rs. 88 won't be incurred. Mr. A will get an Input Tax Credit of the GST @ 28% paid while purchasing which means he will have to pay tax payable on sale - tax already paid while purchasing.

@ Shivansh The procedure for cancellation is too fill up GST Reg-16 form which is an application form for cancellation. It will be available on the GST common portal.
