Help on creation of ecommerce business

hi, i need urgent help. I am asked to prepare a list of procedures necessary for helping an individual start an ecommerce business like online shopping for instance. Can someone help me with the procedures for starting an online shopping business? like what forms are necessary and also need help with the procedure at the ROC.
