my client is a registered dealer in Rajasthan. He purchased some goods from U.P. for export purpose for which H form has to be issued. somehow my clined didn't export complete goods and some stock left with him. Can he issue H Form?

H form only for the Qty Exported and for the balance qty not exported he has to pay local taxes from whom he purchased since not exported
BUT THE PROBLEM IS THAT THE GOVT WEBSITE IS NOT ALLOWING H FORM ON PART GOODS SOLD.
