things to be considered is processor and the RAM. atleast 2 gb of RAM should be preferred with 160 gb Hard disk
DVD R/W should also be there

At first you have to decide whether you want to buy a branded computer or a assembled computer.
Branded computer costs more than assembled one.
To know more use google to search "branded vs assembled pc"
computer technologies changes very rapidly and within few years confugurations becomes almost obsolete.
I think you can get assembled computer in around 15000.
Configuration:
motherboard 2400,CPU Dual core 3 Ghz3000, Ram 2 GB800, Hard disk 500 Gb 2000.
Cabinet1000 ,DVD Writer1000 , Keyboard ,Mouse , Speaker500 ,Lcd monitor 15"4000
For "core 2 duo" or "core i3" systems you have to spend more.

BUT REMBERED THE CPU SHOULD BE UPDATEED (NOT OLD FASHION)
The under mentioned rates are at Chennai,,,,,
the best configuration that you can go for
i3, 2nd Gen, Processor with Mother Board, Intel 61WWV - 9200/-
Ram 4 GB - 1100/- two GB will cost you 650/- but go for 4GB,
Hard disk rate are all time high due to flood in Thailland the Main source of Hard disk
todays market rate is @ 4700/- for 500GB
Cabinet and SMPS(Swith mode power supply, the thing in CPU, tha connects to main power supply) 900/-
Monitor 18.5 " will cost you 4300 /- for LCD at lower end, for 5500/- you can get any model LCD or LED, but computer monitor are not full LED,
UPS 600A, will cost you 1100/- and 1KV will cost you 2500-3000/-
Keyboard and Mouse will cost 250-1500/- normaly wired Keyboard and mouse will come at 200-300/- but if you want wireless then you have to shell out 1500/-
