If Turnover of party 80 lac and some minor diffrence between GSTR-1 AND GSTR-3B Liability in F.Y. 2017-18. IN THIS CASE GSTR-9 is mandatory or not??

GSTR 9 not mandatory for less than 2cr turn over...
in your case not mandatory...

As per Notification 47/2019 CT It's not mandatory but if there is any difference as mentioned by you , should be file
