No, it's not compulsory,
it's optional for taxpayer having turnover less than 2 crore for F.Y 2017-18 and F.Y 2018-19
TO <2cr :9 optional and 9c not applicable
TO >= 2cr to <5 cr : 9 is mandatory and 9C not applicable
TO=>5cr: 9 and 9C mandatory
