If someone registered in gst in APR 18 then he require to file Annual Return of GST or Not ???

Gst annual return to be filed by the person who was registered In FY 17-18.

For fy 18-19 u need to file nxt year.

Annual  return  GSTR9  is  for the period  1st  July  to 2017  to 31 march 2018  .

No since you have taken registration in April 18 , so your liable to file annual return for Fy 2018-19
