is it that true who's turnover are less than 25 Lac {in the F Y 2019-20} GSTR 4 is not mandatory to file?

There is no such Exemption....all composition dealer required to file GSTR 4 Compulsorily..
Is it mandatory to fill the purchase in gst 4?
