Yes, it is mandatory as of now for all composition Taxpayers.

There has been no notification for its exemption and hence you will have to file GSTR-4 for FY 19-20 compulsorily.

Last date to file GSTR-4 is 31st August, 2020 for FY 19-20.

After due date .. any late fee .?

If your GSTR 4 is not filed by the due date, you are liable to pay a late fee of Rs. 100 per day post the GSTR 4 due date or Rs. 40 per day in case of a nil return, up to a total of Rs. 10,000 maximum.
