I have filed GSTR3B after due date I.e. 2days late filed
is there any interest for @ 18% for my output GST ,I have no liabilities for the month
excess of GST but GST Department issued notice @ 18%int on output liabilities

No need to pay interest if no liability after adjustment of your ITC to outward tax.

No interest is to be paid if no GST liability was paid in the said return.

Yeah... It's AO's duty. They give notice based on Outward Tax and It's Taxable value...
But, You can submit Your detail with ITC and it's adjustments. Then he can satisfy if ITC is valid as per Invoice rule and ITC rules.

No need to pay interest
But now a days AO are issuing notice by calculating interest on gross tax liability.
