GSTR-3B for the tax period March, 2019 has been extended to 23rd April, 2019.

Typical GSTN way of promoting "Eizz of doing bizzness" .
We all must feel proud of being harassed. For every tax period, we should keep other business activities suspended and just concentrate on filing GSTRs. At least we can clap for "Good & Simple" Tax !!

20th every month is the due date for mentally torturing and frustrating the filers. It is the GSTN way of questioning the right of an assessee to file by the due date, i.e, why didn't you suspend your daily activities to file 3B beforehand. Compare this with a voter reaching a polling booth at the last hour, and still allowed to cast his vote.
Also, any logic behind the last moment announcement of extension?

I my view they do announce at last moment because, if they do announce it early then no filers would care to file it with lot of stress and as a result everyone would again file their returns at last extended due date, thereby site will be down again.

Yes but the main issue is the fragility of the GSTN portal. Nearly two years, and still the system is frequently going haywire.
Every software system needs stability and complete testing to weed out all possible bugs. But frequent changes and amendments are responsible for making things difficult for the GSTN.
Instead of torturing return filers every month, they should ensure that their site functions without glitches and not crashes every month. It is the GSTN who should enhance the capacity of their servers, and the taxpayers are not supposed to queue for fulfilling their statutory obligations halting their daily chores. Till such time, the due dates for all returns should be liberally set.
