gud evening to all, kindly clarify my doubt, In gstr3b I didn't pay GTA for the month of August 17, can I show and pay in dec17 month gstr3b.

No. if u missed in gstr3b of Aug then u hv to show in gstr2 of Aug and then pay with interest while filing gstr3 for Aug. now the problem is that gstr2 is suspended till March also there is no news about gstr3 so just wait till further info from gst council.
