The buyer cannot modify the invoice in any circumstances whatsoever. He can ask the supplier to issue a debit or credit note as the case maybe.
As per return buyer having three right Accept modify Add Reject and pending same seller having Accept Modify and pending .
if buyer modify any amount he get provisional credit in the current month. in next month if bill not accept by seller input credit is reversal.

Department will notify both supplier and receiver in case of mismatch.
It will be foolish to deliberately furniish false statement in return (knowing it to be false by recipient).will attract penal provisions.
