B2B means - business to business - both are registered under GST
B2C means -
| Invoices for Taxable outward supplies to consumers where a)The place of supply is outside the state where the supplier is registered and b)The total invoice value is more that Rs 2,50,000 |
B2CS - means - supplies to non gst register person

unless KPWD having GST number you will not show under B2B, so you have remain only 1 option is go with B2C if you selling from different state or go with B2CS

As per section 7 sub section 2 (b) of CGST act 2017 supply of goods or service or both by sate GOVT shall be treated neither as a supply goods nor supply of service .
