GSTR late fee waive-off

Hi,
With recent announcement that for Aug and Sept, late fee payment will be waived-off and adjusted to the tax payers account, is my understanding right that this late fee amount will be adjusted to the tax amount as advanced tax payment? or is it that this will be adjusted to any future late payments?
