GSTR annual return for Regular dealer having turnover upto 1.5 crore

Dear Experts,

Can you please tell me is there any exemption notification issued wherein it's mentioned that the dealer upto 1.5 crore turnover are not required to file annual return. If it's not like that then what's the last date of annual return for financial year 2018-19 ?
