can we file GSTR 9C without help of CA

GSTR-9C is a chartered accountant certificate and hence it can't be filed without CA.

GSTR-9C must be file by CA or CMA.

Yes you can ..... but as it cannot be filed without certification of CA so you are ultimately required CA to furnish the same.
