in 3B I AM TAKING EXCESS ITC SO CAN I SUBMIT THE GSTR9 WITHOUT REVERSE ITC.

GSTR 9 return is not a Adjustments or Rectification return. It's for reporting purpose and Any mismatches as exceess claim then pay the amount through DRC-03 form...
You can't reverse the excess claimed ITC. You pay the excess taken amount with Interest...
