Yes, refer Notification No.07/2023 CT Dt. 31.03.2023.
You can file GSTR-9 for FY 21-22, maximum late fee will be Rs.10,000/-
But you have to file between 01.04.2023 to 30.06.2023

Yes Late Fee u/s 47 is 20000/- (10k +10k) & must be filed before 30/06/2023
