Government has made amendment in GSTR9 titles. Word "declared" has been changed to "made during the year". What is the significance of such change? Can anyone explain?

Outward supplies made during the year, irrespective of their inclusion in GST returns filed during the year or after its as allowed by the Act , has to be shown in GSTR-9....
So, if some suppply is left reported in GSTR1, then where such value should be reported in GSTR9? in Table 4 or Table 10?
