whether details of purchase bills to be given for first quarter of 2018-19 or only sales figures are to be given as given in 2017-18

No... No need show purchases.

only the purchase on which RCM is done is to be shown

Purchase with Reverse charge and unregistered purchase are compulsory required to be shown in gstr 4.
B2B purchase is not compulsory and no need to be shown in gstr4.
