Do we have to pay tax in gstr 3b ?? If yes, i have generated bills for the month of july but have not received the payments yet. How will i pay tax. Pls suggest

Under GST regime there is no option to pay GST on receipt basis. You have to pay GST whether you have received the amount from your customers or not.
