*** CA certificate is need to be uploaded, where invoice related stock available on Stock is not available.
Whereas you don't have even stock . So no CA certificate is required to be uploaded

you have to discharge all liabilities along with interest , penalty , fees , if any before filing GSTR_10
And no CA certificate is required if no stock is there .
