Sir,
after one month you can file both return GSTR 1 & GSTR 3B, bcoz GST council recommended to extant the due dates to 31-03-2018. this notifications will issue shortly.

Yes, GSTR 1 can be filed before GSTR 3B. Although, interest liability would extend upto 3B filing date. Also, refer section 29(2) of CGST Act, proper officer can cancel registration if returns not filed for continuous period of 6 months!

You Can Filled GSTR-1 Return,& after paid GST you can filled GSTR-3B Return.
