who is required to file gstr1 on monthly basis

Those who has turnover more than 1.5 crore must file GSTR1 on monthly basis...
But there is an option for below 1.5 crore turnover whether to file Monthly or Quarterly...

Every Registered Dealer whose Turnover exceeds 1.5 crore is liable to file GSTR 1 monthly Except , E-COMMERCE, ISD, Casual Taxable person, Composition dealer Etc
