Can I file GSTR 1 without file GSTR 3B. Is it OK

If you are liable to pay tax, Then file GSTR-3B First.

Mr. Jatin.,
As per Your 1st question, Yes can file GSTR 1 without filling of GSTR 3B...

But,
You can't escape without filling GSTR 3B. If you are not file then Late Fee is payable for the delayed filing...
In current situation GSTR 3B is the only way for payment of GST liability. If you are not paid on or before due date then Interest is also applicable...
