Most of people are searching offline applications for GST returns and asking same quetion.

First: GSTN has released this offline tool which is JAVA based application. To use this tool, you have to consolidate your business data (Invoice, credit notes, debit notes, advanced received etc.) in GSTR-1 section wise. You can enter data manually, using excel template or CSV files. But this utility expects you to have proper undesranding of GST law and GSTR-1 return.
