will the authorities cancel on their own or we have to submit form
on helpdesk 3 months ago they say first to migrated and decide afterwards for gstn number

Every registered person in existing laws, who is not liable to register in GST,After migration can file application in form GST REG-24 for cancellation of provisional registration granted to him. Proper officer after making such enquiry as he deem fit shall cancel the registration.
so you will have to apply for cancelation in above prescribed form
it is personal opinion first get final registration then apply for cancellations
Under GST act any person who is registered under any existing law should compulsorily migrate to gstn by obtaining provisional id
After 1st july department will verify the documents submitted while provisional registration and then issue final registration.
but you can cancel provisional registration before issue of final registration by uploading form GSTR REG 24 such provision is made under act .
