Can we utilise SGST / CGST of Gujarat ( one state) against SGST / CGST of Maharashtra ( another state) ?

No, u cannot utilise credit of one state to pay off/set off liability of another

cgst against cgst (of one state)  cgst cant adjust against sgst (of one state)

sgst against sgst (of one state) sgst cant adjust against cgst (of same state )

and igst with both
