whether Gst TDS reflected in Gst site can we take as a input in the GSTR-3B?

Yes you can take that..It will reflect in cash ledger and you can use it for discharging of Tax liabilities

You can take tds balance in cash Ledger by filing tds and tcs credit return.

As per SOP on CBEC site , the TDS refund can be claim in Electronics cash ledger ,... hence once you accept the TDS details reflected Under TDS tile , it get transferred to Electronic cash ledger & once its get credited to cash ledger you can claim Refund or setoff liability any time .
