Is it necessary for government  to deduct gst tds if supply is received from the person who is not required to take gst registration under gst act.i.e whose turnover is less than  20 lacs

No... No need to deduct tds if supplier is unregistered under GST.
Even if value of supply is more than rs.250000.00?? Is there specific provision in the act or notification in this regard issued by department
Yeah.... Supply received URD then No need or not applicable If supply more than specified limit (2.5l & more).
you can see the Sop issued by govt on tds. it clarifies that tds should not be deducted from the unregistered dealer.
please read the "Standard Operating Procedures on TDS under GST". Then You can get some clarity about TDS under GST.
