As per recent notification on GST- RCM , whether RCM is applicable or not? What is meant by it is extended upto 31st MArch,2018

gst on RCM u/s 9(4) has been suspended till 31.03.2018.
so RCM for 9(4) need not be levied till 31.03.2018.
however 9(3) RCM will continue to apply.

This notification is restrospective or not? What is the effective date of this notification?
