If i provide a service to unregistered person then will i have to pay gst??

you provide service to unregistered you have to issue tax invoice and you have to show this tax as your outward supply and you have to pay gst

Providing service to URD will be B2C transaction and service provider will have to pay.
Purchase from unregistered is under RCM.
