I have pending return of Oct quarter
I file gstr1 quarterly. also I have missing b2b invoice from sept 2017 i uploaded that all invoice now in Oct quarter
can I file gstr1 first then 3b for each month

You can file any return first. You can also file oct to dec return now.

You can file any return first. Better to file first 3B because late fee will be accumulated day by day.
