A person take GST registration in August and he has no turnover in previous year and it will not cross in current year...

what is preferable to file GST return in quarterly basis or monthly?

GSTR 3B will monthly or quarterly?

GSTN alloted in August than...I have to file GSTR 1 for the quarter ending September file in October... Right?

yes...
and plz file NIL GSTR 3B for all months which appear on ur dashboard...otherwise it ll cost late fees

Correct. U need to file 3B every month even if thr is no supply in ordr to avoid late fee charges. For GSTR-1 it is upto u wthr to opt or monthly return or quarterly return

What ever may be the turnover (even nil), GSTR3B returns must be filed monthly.
If your expected turnover is above 1.5 crore then GSTR1 returns is to be filed monthly else you can opt for quartely GSTR1 when turnover is below 1.5 crore.
