My CA had said that he had filed GSTR 3B for the month of December.
But i manually checked the Portal and it says that GST 3b has been submitted (ie not filed).
ques) Whether there will be default and late fees or penalty will be leviable in case CA did not File it (till due date which is 20th jan)???

Late Fee for filing GSTR-3B after the due date have been reduced to:
Rs. 50 per day of delay
Rs. 20 per day of delay for taxpayers having Nil tax liability for the month.
Rs. 50 per day of delay
Rs. 20 per day of delay for taxpayers having Nil tax liability for the month.

May be due to some current technical problem in offset liability form your ca is unable to file your return after submission , So return submission is possible but but before filing system ask for liability offset and liability offset form is not working
