Is mandatory to provide serial number of INVOICES during filling gstr1 if all sale is to unregistered party.

Yes it mandatory to provide serial number in gstr1.
You can maintain seperate invoice number for unregistered supplies in B2C format.

Yes ,... you must give Bill issued detail in table 13 of Gstr1
