Is Shop act License is valid for GST registration?

Check it out  on  web site   GST .gov.in  / Help  / documents  required for  registration  (GSTN  web site )

You can find the documents required for GST Registration in the GST common portal ( www.gst.gov.in ).

However, if you have a Aadhar Card, then you can apply for GST Registration now.

Yes , it shall be valid.
For Shop act licence also you needs to give your PAN, staff details & Address proof , I think must be valid document for address proof.
