I have taken gst registration voluntarily, but my turnover is approx 15 lacs annually.
If I m not charging gst on services provided by me, Do I still need to continue to hold the registration ?
If yes then do I need to file the returns.

As you have taken registration voluntarily, you are covered under the definition of registered person and you have to charged GST on your output services irrespectove of your turnover amount. The GST returns would also have to be filed.
As the turnover does not exceed 20 lakhs you are not liable to be registered, but since you have taken voluntary registration it cannot be cancelled upto 1 year from the effective date of registration. So, till then you will have to charge GST on your output and file the returns.

As you become registered person then there is no alternative option to escape from non charging of GST on your supply of services.
