Should I have to file returns as the government has said that below 40 lacs there is no need to register.

Yes you have to file GST returns,If you have taken registration under GST,
even you have NIL Sale PURCHASE.
and If NOT taken registration then as per GST Act not required to register and file return upto turnover of Rs 40 Lacs.
