For opting Composition Scheme ,(even in one state ) Aggregate Turnover has to be considered. The limit for opting composition scheme is 1.5 Crore at present (Notification No 14/2019.Limit for special category states is 75 Lakhs.).Hence if your Aggregate Turnover is exceeding 1.5 Crore , you are not eligible for Opting composition scheme, even in a state where your Turnover in within the specified Limit.

Since your are mentioning as new Textile business, I presume that Aggregate Turnover is with in the specified limit.Hence forth you can proceed with composition scheme.
