A person doing civil contracts for irrigation department. His turnover sometimes less than 20 lakhs. However, irrigation department asking for gst registration number. So he wants to register now. As a service provider he can not avail benefits of composition. Whether he needs to file monthly returns. What is the sac and rate of tax.
