GST registration by a person who resides outside India for more than 182 day

Can a non resident ( a person resident of India for less than 182 days) be registered as regular person.

As per section 27 of the CGST act , Non resident. taxable person can not registered as regular taxable person, initaly he will get registration for period mentioned in the application or 90 days .he may get extensions . can start Business only after registration certificate .
