gst registration

dear all,
one of our client has gst registration in telangana. now he is supplying free samples to Rajasthan godown for which no registration have been taken ..is gst registration required to raise a bill....or raising of bill is not mandatory....

point to be noted is our client is collecting some cash from them.

will registration is required in both cases or any one .
