No if you are falling below the taxable limit that is 20 lakhs or you are manufaturing exempted goods or person making nil/exempted supplies or agriculturists then you are not required to get GST registration.

No. If a person is providing ONLY exempt services then you are not required to be registerd.
However if providing exempt as well as non-exempt services, then a person is required to be registered under GST if the aggregate turnover exceeds Rs 20 lacs (10 lacs for special states). Agregate turnover includes supply of exempt Goods & Services also. Further, a person making inter-state supplies is required required to be registered irrespective of the turnover amount.
