No. you are not liable to get registration under GST. But ifyou make an inter state supply then you will be liable.

GST Registration is Liable only The Turnover Limit Cross i.e North India Rs. 10Lacs & rest of India Rs. 20 Lacs.
But if you wish you can take Valuntary Registartion under GST Act.

Turnover includes any supply irrespectively between an agent and principal, depot to manufacture etc.
It is a case of job work, when the principal removes goods from his place it will be a supply same way the gold smith should supply the goods back to the jeweller
Hence, if the Goldsmith is acting as an agent ie.receiving goods from the jeweller and supplies it back after completing service, he is liable to take registration under GST

As per the act, turover is not just limited to the amount which you charge for your service provided
It also includes value of goods moved
